What is a registered federal vendor?

Registered Federal Vendor is a classification used by federal.contractors, not a formal government status. It describes an entity whose SAM registration was reported as active for a cited source date but whose UEI has no observed prime procurement award in the award data loaded by this registry.

SAM.gov explains that registration allows an organization to bid on government contracts or apply for federal assistance. The registration establishes an entity record and its representations. It does not show that an agency awarded a contract or found the entity responsible for a particular procurement.

Registered vendor vs. federal contractor

A registered vendor is positioned to pursue federal work. A federal contractor has an observed prime procurement award. The distinction prevents a directory of SAM registrants from presenting every eligible bidder as a company that has actually sold to the government.

The classifications can change with the evidence. If a prime award is later reported for the same UEI, the profile can move from Registered Federal Vendor to Federal Contractor. The award record, not marketing language or registration alone, supports that change.

What an active registration means

An active registration indicates that SAM reported the entity's registration as active for the cited source date. It does not establish present-day status after that date, contract performance, financial condition, responsibility, or absence of exclusions.

Registration status, expiration, exclusions, and award history come from different records. Each should be displayed with the source and date that actually covers it.

Why no observed award is not absolute proof

No observed prime award means the registry did not match a procurement award to that UEI in its loaded USAspending data. It is not a legal conclusion that the entity has never performed federal work. Older records, reporting changes, entity reorganizations, unmatched identifiers, and subcontract work can create gaps.

This is why the label says Registered Federal Vendor rather than Never a Contractor. The positive evidence is the active registration; the award classification remains bounded by the award records observed.

How to evaluate a registered vendor

Start with the exact UEI and legal name. Review the registration source date and expiration, then check observed prime awards, reported subawards, and SAM.gov Exclusions separately. A CAGE code and physical address can help distinguish similarly named entities.
